Framework contract for the provision of forest data and services in support to the JRC activities and applications on forest resources

The aim of this framework contract is to support the Joint Research Centre (JRC) of the European Commission in further developing, improving, and strengthening the forest knowledge base at the European level. The outputs will provide scientifically sound forest information and harmonised data sets. They will serve European decision makers as reliable, sound, and timely relevant forest information. This contract represents a continuation and enhancement of the work and collaboration provided within the two previous framework contracts.

ENFIN Alps - National Forest Inventories in the Alps

ENFIN Alps is a small group of six ENFIN members with the aim of creating and providing harmonised NFI information about the Alpine region. In 2016 the Swiss NFI took the initiative and invited representatives from Austria, France, Germany, Italy, and Slovenia to the first meeting. Further two meetings followed in 2017 in Trento and Ljubljana. The group decided to use the Alpine Convention area as project boundary and well established biogeographic regions for the stratification of results. The development of thematic indicators (e.g. forest structure, tree species distribution, close to nature silviculture) will be further elaborated and discussed during the next meeting in Germany 2018.

DIABOLO - Distributed, Integrated And Harmonised Forest Information For Bioeconomy

The Horizon 2020 project DIABOLO tackles Europe’s social, ecological and economic challenges. The increasing competition for forest resources will necessitate new forest-related policies across different sectors. These policies demand relevant, harmonised, comprehensive, reliable, and up-to-date information. As a response to this challenge, the DIABOLO project brings together 33 partners from scientific institutions in 25 European countries.

COST Action USEWOOD - Improving Data and Information on the Potential Supply of Wood Resources: A European Approach from Multisource National Forest Inventories

The availability of wood in Europe on a sustainable basis is highly relevant to define global climate change mitigation strategies and targets for biomass energy that should be adopted at national and European level, and to support the proposal of an increased use of wood as a post-Kyoto decision. Future scenarios at EU-level highlight a deficit of wood supply compared to wood consumption. Major issues that had to be clarified are the potential supply of tree biomass, the assessment of trees outside forest, and the economic, social, and ecological conditions.

EUROPEAN ATLAS OF TREE SPECIES

The European Atlas of Forest Tree Species, published by the Joint Research Centre (JRC) of the European Commission, is the first comprehensive publication of forest resources and their distribution. The National Forest Inventories (NFIs) in Europe have mainly contributed to this atlas, through the provision of sound terrestrial information on the location of tree species. The European Atlas of Forest Tree Species is both a scientific publication, in which researchers and forest specialists can find rigorous and up-to-date information on the many tree species of our forests, and a publication suited for education and the dissemination of information about the richness of our forests to our generation and future generations.

The objective of the framework contract is to develop and broaden the knowledge base of the European Forest Data Centre (EFDAC) hosted by the Joint Research Centre of the European Commission. Within this Framework contract 7 Specific Contracts (SC12-SC18) had been conducted which significantly supported the harmonisation process of forest information at Euroean level and the availability of policy relevant forest information. FutMon - Further Development and Implementation of an EU-level Forest Monitoring System

FutMon was a follow-up of a large scale forest monitoring system of crown conditions aiming at harmonising national surveys and improving existing methods to better define and implement more precise monitoring methods and to collect data more efficiently.
FutMon was carried out by 38 beneficiaries from nearly all EU-Member States.

MASCAREF - Study under the EEC 2152/2003 Forest Focus regulation on developing harmonized methods for assessing carbon sequestration in European forests

The overall objective of this project was to facilitate development of a monitoring scheme for carbon sequestration in forest of the EU. Specifically, the project aims at aiding
i) strengthening and harmonizing the existing national systems to better meet the requirements of international monitoring and reporting of GHG emissions and sinks
ii)improving the comparability, transparency and accuracy of the GHG inventory reports of the LULUCF sector of Member States, as implemented in the EC Monitoring Mechanism.

ProAlp - Development of harmonized indicators and estimation procedures for forests with protective functions against natural hazards in the alpine space

The importance of forests with protective function has increased in the last decades due to settlement pressure and high vulnerability of society in Alpine regions. In this context, information on the spatial distribution of protective forest and monitoring its effect to prevent natural hazards becomes essential. However, indicators for forests with protective function that describe their protective effect e.g. against avalanches and rockfall do not exist.

COST Action E 43 - Harmonisation of National Forest Inventories in Europe: Techniques for Common Reporting

The main objectives of the Action was to improve and harmonise the existing national forest resource inventories in Europe and to support new inventories in such a way that inventories will meet national, European and global level requirements in supplying up- to-date, harmonised and transparent forest resource information for decision (policy) making, and to promote the use of scientifically sound and validated methods in forest inventory designs, data collection and data analysis. National representatives from 27 European countries participated in this Action.
